JSI Research Training Institute, Inc., a leader in the field of international public health, is currently recruiting for a Regional Manager for the Funds Manager Dreams Innovation Challenge (DREAMS-IC) Project, funded by the US Department of State Office for Global AIDS Coordination (OGAC). The Regional Manager will provide a range of management and grants support for the project, implemented in 10 countries in Africa. S/he will be based in Pretoria, South Africa and will be expected to travel in the region.
RESPONSIBILITIES
The Regional Manager will supervise DREAMS activities and manage staff in all countries in the regional portfolio, including South Africa, Lesotho, Swaziland, Malawi, Mozambique, Zimbabwe, and Zambia. S/he will provide support which includes, but is not limited to:
- Leadership and overall management of day-to-day activities specific to grants management and capacity building for DREAMS-IC grantees within regional portfolio in Southern Africa;
- Ensure familiarity with grant award terms and conditions and programming for all grantees operating in regional portfolio;
- Create and maintain positive and collegial relationships with all grantees implementing DREAMS grant awards in the region;
- Supervise and mentor ME Officers and Grants Officers in the countries within the regional portfolio, including conducting annual performance appraisals;
- Ensure timely communication and coordination with US-based DREAMS staff and the PEPFAR teams in countries within the regional portfolio;
- Support and supervise the monitoring of grantees for compliance with grant award terms and conditions and reporting;
- Support and supervise the reporting and tracking of grantee outputs and outcomes;
- Support and supervise the provision of technical assistance, including training activities for all areas indicated in OCAs –e.g. finance, operations, compliance, organizational development, monitoring and evaluation, gender equity promotion and other technical areas of relevance;
- Ensure provision of technical assistance to grantees for reporting and use of project grants database, which will utilize the Salesforce platform;
- Respond to routine and ad hoc reporting needs;
- Travel in-country and regionally for grantee site visits to provide monitoring oversight and technical assistance.
QUALIFICATIONS
- Bachelor’s degree required, Master’s Degree in related field preferred.
- Minimum of seven years’ experience in HIV program design and implementation in Africa.
- Minimum of 4 years’ experience working within multidisciplinary, multi-country teams required; however management of a multidisciplinary team, multi-country team preferred.
- Minimum of 3 years’ experience with US Government-funded projects, enforcement of related rules and regulations, especially those related to PEPFAR preferred.
- Minimum 5 years’ experience in planning, evaluating and documenting competency-based training and capacity building for a broad range of audiences.
- Proven ability to think critically, solve problems, meet deadlines and work collaboratively within multi-sectoral partnerships.
- Excellent written and verbal communication skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.
- Proficiency in Microsoft Office Suite required (especially Excel)
- Excellent oral and written English communication skills. Competency in one or more of the indigenous languages spoken in the region a plus.
