The Senior Capacity Development Monitoring Evaluation Advisor will be responsible for organizing and managing the implementation of all capacity development and capacity strengthening activities related to ME Systems under the USAID-funded Capacity Development and Support (CDS) Project. This leadership will transcend to Monitoring and Evaluation (ME) support for local NGOs both awarded and non-awarded, South African Government entities and the CDS seconded-Technical Advisors. S/he under the leadership of the CDS’ Director, Monitoring, Evaluation and Research (DMER) in collaboration with other technical staff will develop and implement ME tracking tools and indicators for measuring the performance of all CDS’ activities related to training and capacity building in ME and other domains and linking that process to the technical documentation of the outcomes and successes.
Job Summary / Responsibilities:
Lead the support for the development and implementation of ME capacity assessments, development and systems strengthening interventions for both local NGOs and South Africa Government (SAG) on the CDS project. Be responsible for providing support to all CDS-seconded Technical Advisors (TAs) to SAG Departments in the planning and rolling out implementation of all extended ME-related capacity development plans including the design of TA’s Performance Monitoring Framework (PMF), its tracking and the documentation of progress, successes and key learnings. Play a lead role in the ME system capacity assessment, gaps identification, development of assessment reports and capacity development plans, and the tracking of progress made in strengthening the ME system of all the local awarded and non-awarded NGOs including the customization of trainings to the specific needs as well as updating ME training curricular to align training materials to current realities. Ensure that all local NGOs supported by CDS have in place and are implementing a very robust and sustainable ME systems and functioning with well-developed ME Result Frameworks, ME Plans, indicators, tools and data analysis functionality that enables them effectively use data for program decision making. Work closely with other CDS team members to provide technical advisory on ME matters. Respond to other mandated tasks and requests.
Qualifications:
Potential candidates must have: A Master’s degree or higher in a relevant social and/or health sciences discipline. A minimum of ten (10) years of work experience in ME and research arena designing, implementing and managing capacity strengthening projects and associated monitoring and evaluation activities in developing countries. Significant experience in developing and performing ME capacity strengthening activities and support to local NGOs through trainings and hands-on coaching and mentoring support. Demonstrate ability to build collaborative working relationships with counterparts, local NGOs and Host Government (such as South Africa Government Departments) and Donors. Extensive experience in team leadership and management. Strong skills in communication and technical documentation. Strong data analysis and use, analytical writing and oral presentation skills. Fluency in spoken and written English Familiarity with policies and procedures relating to U.S. Government funding.
Travel: up to 25 – 40% Time
