Pact seeks a Chief of Party (COP) for a five-year, multi-million dollar USAID/PEPFAR-funded contract focusing on strengthening the Department of Social Development’s (DSD) response in addressing the social and structural barriers that increase the vulnerability of adolescents and OVC to HIV, STI and TB, and address specific constraints hampering the health and social welfare system to achieve better outcomes for adolescents, OVC and other vulnerable children.
CHIEF OF PARTY
The COP provides overall leadership and management of the project and ensures high-quality technical programming and alignment to global and national HIV prevention and treatment targets, with a focus on achieving the UNAIDS fast track 90-90-90 targets in priority geographic areas. The COP ensures that project interventions at all levels increase access to HIV and social protection services for OVC and adolescents. The COP serves as the principal institutional liaison to USAID and the Government of South Africa. The initial appointment will be for a period of two years, pending availability of donor funding.
Specific Responsibilities • Overall management and leadership to the program • Principal liaison with USAID and South African Government • Manage and maintain strategic partnerships with South African Government and international and local partners • Fulfill program requirements per the contract, including all financial and technical deliverables • Oversee the design, planning, and delivery of technical support to achieve project objectives, with emphasis on approaches to strengthen multi-sector coordination for improved OVC services delivery, and to strengthen social and behavior change programming within the social welfare system for reducing HIV infection among adolescents and OVC. • Ensure incorporation of evidence-based strategies and best practices in social protection for vulnerable children and adolescents; HIV prevention, care and treatment; SBCC and risk reduction; and systems strengthening into program design and implementation. • Make decisions and solve problems efficiently while ensuring operational and program integrity • Provide direct line management support and supervision to technical and operations team of seasoned development professionals • Ensure efficient systems to support all aspects of the program, including system strengthening, capacity building, data for decision making, and research • Ensure performance monitoring and reporting against project and 90-90-90 targets, and support effective use of program resources in compliance with USAID regulations and Pact policies • Ensure timely, high-quality, and complete submission of work plans, performance reports, and financial reports. This includes timely responses to donor requests for meetings, performance reports, success stories, and financial information for the project. • Coordinate implementation with other Pact programs to ensure synergy and maximize impact
Education and Experience Requirements: • Master’s degree in management, international development, public health, social sector applied economics, or a related field. Additional years of experience in lieu of a master’s degree is accepted. • 10 years of relevant development country experience in planning, managing, leadership and decision making of similar highly complex programs. Experience in Sub Saharan Africa or Southern Africa will be highly valued. • Five years of experience as a Chief of Party/Director and/or Deputy Chief of Party or Deputy Director of a large development program of equivalent size and scope, preferably in South Africa • Management of a USG cooperative agreement or contract, of which at least five years shall have been in senior program management role, including professional and support staff supervision • Comprehensive knowledge and experience in HIV prevention, care, treatment and support programs for vulnerable children and adolescents. Demonstrated experience in social and behavior change programs for HIV prevention targeting children and adolescents. • Experience and understanding of South Africa’s HIV/AIDS response, social protection sector and framework for vulnerable children and adolescents, and PEPFAR 3.0 priorities required • Experience interacting with developing country government and/or senior level government officials and/or international organizations. Experience working in partnership with the South African Government preferred; • Excellent communication skills with demonstrated experience in communicating complex processes to diverse stakeholders, including government officials at the national, provincial and/or district levels, NGOs, civil society organizations (CSOs), and donors • Strong interpersonal skills, must have a proven ability to develop and communicate a common vision among diverse partners, and lead a multi-disciplinary team • Must be Fluent in English. Ability to speak additional local languages preferred.
