Our client in Johannesburg is looking for a Senior Strategy Planing Manager t o strategically lead, direct and control an effective and efficient Business Planning Function, that meets best practice standards, by developing and implementing the strategies, policies, frameworks, systems and processes to ensure:

  • Business Planning and Compliance Reporting,
  • Monitoring and Evaluation

To create a comprehensive body of knowledge for the organisation to improve strategic decision making; and to enable a clear strategic direction that results in the optimisation of business performance whilst managing the risk profile of the organisation in a manner that ensures sound governance and compliance.

1. Business Planning and Compliance Reporting,

  • AG liaison on improving performance reporting

  • Accurate Annual reports Develop and oversee standardised Group performance reporting policy and procedures, standards, guidelines and frameworks in terms of Divisional and Organisation wide performance.

2. Monitoring and Evaluation

  • Impact and Outcome Monitoring and Evaluation for the organisation
  • Liaison with Strategic Planning and Reporting to establish ME indicators
  • POE collation and verification
  • Overall Impact Programmed Assessment
  • Monitoring and evaluation of strategic thrusts (GTSS/GEGDS/ State priorities)
  • Trend Analysis of performance information reporting
  • Commission programme performance improvement intervention studies.
  • Providing an evidence base for public resource allocation decisions – specifically related to mitigation, corrective action and strategic decision making.

30% .Coherence in planning, coordination, policy and strategy development and implementation by the organisation

  • Ensure that all policies, strategies, programmes and plans are aimed towards achieving the same longer-term mission and objectives
  • Lead and guide the organisation in terms of the interpretation, understanding and application of a common set of visioning, planning and management tools that ensures collective action towards a common higher level goal.
  • Develop and oversee standardised Group planning and programme descriptive and monitoring tools at multiple planning levels – Monthly, Quarterly, Annually, Medium Term and Long Term.
  • Approved Integrated Organization Strategic Plan aligned and APP
  • Monthly, Quarterly and annual performance Reporting submitted
  • All Reports submitted in alignment with legislative requirements

20% .Financial Management

  • Manage and control the finances for the Division and all the corporate functions – Plan, monitor and control the division’s annual operating budget so that spending is in line with organization requirements.
  • Ensure compliance within the organisation with the various laws and agreements regulating Corporate Services and related matters
  • Oversee the appointment of service providers and management of Functional contracts in the organisational

10% Improved Stakeholder relationships

  • Develop and implement annual stakeholder relationship management plan
  • To develop, establish and maintain local and international partnerships and networks with government, organizations, communities, and individuals around best practice issues and initiatives
  • The facilitation of sustainable stakeholder relations, participation and partnerships
  • Establish annual objectives and selecting and engaging outside consultants and stakeholders
  • Status in the implementation of stakeholder relationship management plan

Minimum Qualification Requirements: Relevant Honours Degree. MBA will and advantage

A relevant Business Management, Strategy, Research or Public Policy or other relevant qualification (Hons Preferred) – with a strategic knowledge of Planning, Monitoring and Evaluation, Business Management and Integrated Governance, Risk and Compliance frameworks.In depth knowledge of modern Public Sector Planning and Outcomes Based Monitoring and Evaluation systems and their strategic application within organisations.

Related Minimum Experience :
At least 10years’ experience in Public Policy and Strategy, Strategic Conceptualisation, New Venture Creation and/or Business and Finance, of which at least 5 years should have been in a senior leadership role, and/or including 3 years as a Business Development Manager/ Strategist of an organisation.

A proven track record in managing and leading a Strategic Planning and Development function, of similar size and complexity of organisation

National/ Provincial/ Local Government Policy, Legislation and protocols, and Planning and Monitoring Frameworks R60 000 to R70 000 CTC per Month
