TITLE: HIV Testing Services Program Manager

DEPARTMENT: HTS Program

REPORTS TO: Medical Programs Director

START DATE: 1 st October 2016

EMPLOYMENT STATUS: Project Based

Society for Family Health (SFH) is a South African affiliate of Population Services International (PSI), an international NGO network operational in over 70 countries. SFH in South Africa concentrates on issues of HIV/ AIDS. As part of their HIV/AIDS control efforts, SFH is using social marketing to motivate behaviour change with respect to consistent condom use, HIV testing and other safer behaviours.

RESPONSIBILITIES include:

Goals and strategy

  • Give input in creating strategic plans based on what donors, government and SFH requirements
  • Provide input in proposal writing or lead relevant future proposals
  • Oversee implementation of new programs and initiatives

Budget

  • Create programmatic and donor budgets
  • Manage and ensure overall adherence, and tracking of budgets in accordance with SFH financial policies

Program Management

  • Provide technical guidance to all Counselling and Testing activities within SFH and sub- awardees with a focus on modalities that increase HIV yield
  • Manage sub-award in collaboration with the grants and contracts office
  • Liaise with training department to provide training to program staff
  • Ensure that programmatic milestones are reached and deadlines are adhered to

Supervision

  • Supervise HTS project managers and provide mentorship to ensure that they grow in their jobs, skills and capabilities
  • Ensure that all direct reports meet expectations and provide high quality standard work

Coordination and relationship management

  • Collaborate with other organisations involved in HTS and direct service provision of treatment and care
  • Sit on national technical working groups on HTS and related services and assist in developing policy and guidelines
  • Represent SFH to donors and government stakeholders

Marketing/ Research

  • Provide input to marketing and research initiatives with regards to the development of organisational research agenda and ensuring that the content in marketing materials is correct and accurate
  • Liaise with marketing and research departments to ensure adequate support to HTS programs
  • Write abstract and articles

QUALIFICATIONS:

  • Master’s Degree in public Health or equivalent
  • Degree in Health Sciences or Social Sciences and registration with HPCSA where applicable
  • At least 5 Years’ experience in Project Management
  • At least 5 Years’ experience working in HIV and Aids, and related fields including HIV counselling and testing
  • Experience working with donors and government (Experience working with US agencies such as USAID and CDC is an added bonus)
  • Ability and previous experience in proposal writing
  • Valid drivers’ license and ability to travel when required

The successful candidate will be a creative, innovative and strategic thinker, and will have: excellent communication, analytical, organizational, interpersonal and cross-cultural skills; a strong interest in private sector approaches to development; and a proven ability to produce results and meet objectives under difficult circumstances.
