Society for Family Health (SFH) is a South African affiliate of Population Services International (PSI), an international NGO network operational in over 70 countries. SFH in South Africa concentrates on issues of HIV/ AIDS. As part of their HIV/AIDS control efforts, SFH is using social marketing to motivate behaviour change with respect to consistent condom use, HIV testing and other safer behaviours.
RESPONSIBILITIES include:
Goals and Strategy
- Maintain sound accounting systems that give reasonable assurance that records and controls are sufficient to ensure accuracy and reliability of financial information for expenditure monitoring and information.
- Develop and drive compliance with local financial policies and procedures in line with PSI Washington’s global accounting policies, funder requirements and local law where required; assist with development of procurement, human resources and other policies and procedures.
- Ensure compliance with local law, funder regulations and IFRS. Take responsibility for obtaining deviation request approvals where local policy is not consistent with the global accounting policies.
- Ensure that sub-awardees comply with funder regulations and financial reporting requirements.
- Liaise with local tax authorities and other local governmental agencies as needed.
- Create a strategic plan to achieve financial goals, including streamlining operations and strengthening internal controls and compliance.
Technical Guidance
- Represent the organization in all financial aspects before external parties including: funders, auditors, and local government and PSI headquarters in Washington, DC.
- Provide management accounts and analysis to the Senior Management Team to facilitate decision making
Budget
- Support budget development and monitoring. Work with the Country Representative, Program Team, and Washington Backstopping Team to: create funder, departmental and annual operating budgets; to monitor burn rates; and to realign budgets as needed.
- Approve requests for cash advances from headquarters, manage cash flow in the country office and maintain relationships with local banks.
- Oversee overall adherence to approved budgets in accordance with SFH financial policies
- Manage implementation and ongoing training and support of an ERP (Lawson).
- Approve major expenditure
Supervision:
- Ensure all direct reports meet expectations and provide high quality standard of work
- Manage capacity building and professional growth of DAF staff and sub awardees.
Relationship Management
- Internal – Manage interdepartmental synergies
- Manage relationships with multiple external auditors. Supervise multiple external audits per year; liaise with Internal Auditor; prepare management comments for audit reports; create and implement action plans to correct audit findings.
Reporting
- Submit monthly reports to Country Director
- Certify financial statements and funder financial reports. . Ensure that monthly close is performed timely, efficiently and effectively. Ensure that payroll, severance, accounts payable, inventory and fixed assets are calculated and recorded correctly.
- Compile and submit all donor reports and annual reports to Social Development Department
- Liaise with Washington, DC backstopping team.
QUALIFICATIONS include:
- Professional accounting qualification / relevant qualification (e.g. B Com Honours; CIMA) preferred.
- Registration with a professional body where relevant
- Minimum 10 years relevant work and management experience
- 1+ years’ experience in not-for-profit accounting management preferred.
- Knowledge and previous experience in working with USG regulations, donors in general and governments
- Experience in managing budgets and writing proposals
- Knowledge of Lawson or other relevant ERP systems
- Strong working knowledge of spreadsheets.
- Excellent oral and written communication skills.
- Ability to manage complexity and balance priorities in a fast-paced work environment.
- Experience managing people in large programs
- Demonstrated leadership skills
- Driver’s License and ability to travel when required
