Property and Facilities Manager – Canadian Embassy

Under the direction of the Management Consular Officer, develops and implements the property management program for the maintenance and repair of all crown-owned and leased properties, works and buildings; plans, develops and supervises renovations, alterations, modifications and installations at the Chancery, Official Residence and staff quarters and conducts on-site inspections; implements the local purchase of technical and electronic equipment for the Chancery, O.R. and staff quarters; draws up, negotiates, and monitors long term maintenance contracts for building and fixed equipment; plans and administers services related to the procurement and maintenance of the Mission’s staff quarters and chancery; plans and administers activities related to interior decoration of staff quarters, and the supply and maintenance of required furnishings, equipment and appliances; maintains contact with local real estate and construction industries, negotiates lease renewals and repair and maintenance contracts, and provides consultative services in respect to purchasing; supervises three locally engaged staff; prepares the annual estimates and budget input for operations and maintenance requirements; and performs other duties.

Essential qualifications:

Education:

• Post-secondary degree from a recognized post-secondary institution with relevant accreditation in civil, mechanical or electrical engineering.

Language:

• Fluency in English (oral and written)

• Fluency in Arabic (oral and written)

• Fluency in Hebrew (oral and written)

Experience:

• At least three (3) years of recent*, relevant work experience working in a similar position for a corporate organization, foreign mission or other government office or international organization;

• Experience providing client service and working with service providers;

• Experience in the development and administration of technical contracts;

• Recent* experience using AutoCad;

• Experience supervising technical staff.

*Recent is defined as in the last 5 years.

Knowledge:

• Knowledge of building systems and building management and maintenance concepts;

• Knowledge of contracting and financial procedures;

• Knowledge of human resource management practices;

• Knowledge of procurement and inventory management practices;

• Knowledge of Israeli and Palestinian regulations concerning construction standards

Ability/Competencies:

• Ability to implement and co-ordinate comprehensive schedules.

• Ability to accurately prepare charts, tables, letters and reports;

• Advanced use of Microsoft Office products;

• Ability to communicate effectively with clients, both orally and in writing in English;

• Ability to research, analyze and evaluate information effectively;

• Ability to resolve issues related to clients, scope and price;

• Ability to coordinate conflicting priorities within tight deadlines and meet work targets;

• Ability to direct the work of others, contractors, professionals.

• Ability to work in, and lead a team.

Asset Qualifications:

Preference may be given to candidates who have the following asset qualifications:

• Knowledge of the French language (oral and written).

If candidates meet the factors listed in the asset qualifications they must also clearly demonstrate how they meet these factors in their covering letter.

• Ability to work overtime (evenings, weekends if necessary);

• Ability to travel and attend offsite meetings

Condition(s) of Employment:

• Right to work legally in the West Bank and Israel, or right to work legally in the West Bank and travel to Israel.

• Able to obtain and retain an enhanced reliability clearance.

• The results of this competition may also be used to establish an eligibility list of staff for similar openings at the Representative Office of Canada in Ramallah which might arise in the 12 months following the completion of this competition.
