This role has been established to support the business in the delivery of its strategic HRD Transformation goals and objectives by providing administration for skills development against CHIETA, DHE and DoL guidelines. This role is a compliance role, critical to providing assurance to these external monitoring and governing bodies around BPSA’s ability to fulfil its mandate as a registered, accredited provider of training.
In addition, this role is established to act as super administrator for mytalentlearning, BPSA’s TLMS (talent learning management system).
Key accountabilities
- Facilitate the skills development cycle, acting as internal advisor, SD administrator and supporting the full implementation of the SD agenda
- Coordinate skills development
- Act as super user and manage the implementation and use of the GTLMS system
Maintain records of SD expenditure against agreed budget and prepare regular reports for tracking purposes.
Skills Development Facilitator
- Ensures tha t the Skills Development Committee is in place and well-run
- Be the Secretariat for EE/SD ensuring that due process is followed and employees are responded to on time
- Serves as a contact person for operational matters between the employer and the relevant SETA
- Manages the Discretionary Grant and Quarterly Skills Levy process on BPSA’s behalf based Learnership and Skills programmes across the BU
- Compiles, manages and ensures the timely submission of all internal and external compliance related SD reports (e.g. WSP, ATR,) with guidance from Training Manager
- Provides advisory services to the business on SDF trends, requirements, etc.
Coordinating Skills Development
- Maintaining the annual training calendar based on Training Needs Analysis Data and the Workplace Skills Plan developed by the ETQA Manager
- Ensures employees are issued with program information i.e., course details, attendance registers, evaluation forms.
- Ensuring effective liaison with trainers, SMEs, Facilitators
- Develop a close relationship to all SMEs and Facilitators to ensure that attendance, evaluation and other reports are submitted in order to develop and deliver required reporting
- On-site event coordinator for BP Group Programs and any such other programs as might be identified.
GTLMS
- Responsible for scheduling employees on courses and other TLD interventions as per the Annual Training calendar.
- Ensure that the training calendar is in place and maintained
- Set up courses with external suppliers when instructed to do so; and will inform employees and line managers of course details and confirm learners’ attendance prior to the sessions occurring. In addition, the incumbent will be required to send out pre-course work when required
- Responsible for day to day management of the GTLMS using these system to manage Learning Services provision to the business
- Training data is captured and the GTLMS hold accurate information about employees, programs, suppliers, and costs at all times
Budget Tracking
- Provide consolidated reporting of SD spend against agreed budgets.
Essential Education
Essential experience and job requirements
At least 2 years in a learning / OD ETDP environment. Experience with analytics/ reporting in a learning environment; where advanced Excel skills were a critical component of that experience. HR experience, specifically with Skills Development is an advantage.
