Scope and Objective:
The Kaizen Company is recruiting for the Recruitment Specialist position for a contract delivering mission support services to USAID’s Missions and offices in the Southern African region, including the Power Africa office. USAID’s programs in the Southern Africa region aim to increase and integrate trade, fight the HIV/AIDS epidemic, mitigate food insecurity, support democratic processes, protect human rights, fight climate change, and address cross-border issues. USAID’s operations in the Southern Africa region comprise of country offices in Angola, Botswana, Lesotho, Madagascar, Malawi, Mozambique, Namibia, South Africa, Swaziland, Zambia and Zimbabwe, and the Power Africa office located in Pretoria. Each Mission/Office manages USAID country programs that aim to advance development through bilateral relationships with respective host country governments.
The contract will provide qualified personnel to support USAID’s operations to perform non-inherently governmental functions in the areas of program, administrative, financial management and acquisition and assistance services on as-needed basis to USAID’s Missions and Offices in the Southern Africa region.
Illustrative Duties/Responsibilities:
The Kaizen Company is seeking a Recruitment Specialist to play a key role as part of the three-person project management team based in Pretoria, South Africa. This position will report directly to the Project Director.
The Recruitment Specialist will:
Support the Project Director in the recruitment of U.S. direct hire (USDH), U.S. and third country national personal services contractors (US/TCN PSCs), Participating Agency Service Agreement (PASA) employees and Foreign Service National (FSN) employees in various Southern Africa USAID missions, including the Southern Africa regional mission as well as bilateral missions in Angola, Botswana, Lesotho, Madagascar, Malawi, Mozambique, Namibia, South Africa, Swaziland, Zambia and Zimbabwe.
Advise on human resources development, employee relations, and employee benefits
Provide guidance to all hires on the recruitment process for new or newly vacated positions, and lead overall recruitment process including:
obtaining needed Mission, Embassy and USAID/Washington clearances,
verifying positions to be recruited,
providing guidance on the development or revision of position descriptions and other required documents to initiate the employment process
drafting solicitations and position announcements for review and approval by the Project Director
guiding overall selection processes, including screening applicants, preparing a shortlist of candidates for PD review, and checking applicant references
Preferred Qualifications:
Bachelor’s degree in a related field
A minimum of 5 years of professional experience
Local/Southern African nationals preferred.
Familiarity with the government and NGO sectors in Southern Africa
Extensive hands-on experience in administrative management operations and recruitment, including screening and interviewing candidates
Excellent communication skills, strong leadership skills and the ability to work effectively as a member of a multi-disciplinary, multi-cultural team
Specific knowledge of US government and USAID regulations and policies is a plus
Familiarity with USAID Southern Africa missions’ technical service areas a plus: program support, administrative, financial management and acquisition and assistance services
Must be able to exercise good judgment, often under times of stress and limited time frames, in making recommendations and providing advice on selection of candidates
Excellent writing and editing skills is required
