REQUIREMENTS : An appropriate BSc degree or equivalent qualification in Environmental Science. A

Master’s degree in Science or Environmental Studies will be an added advantage.
At least 5 years’ experience at senior management level, and in environmental
policy analysis and development, environmental management, policy
interpretation, public policy and governance, and regulation. An understanding of
the State-owned Companies’ (SOC) business environment will be an added
advantage. Experience in and understanding of the energy, transport, mining and
manufacturing sectors will be highly recommended. Knowledge and in-depth
understanding of the government’s energy and environmental policies and all
relevant legislation will be highly recommended, including National Climate Change
Response, 2007, Long Term Mitigation Scenarios, Long Term Adaptation

DUTIES : Review environmental policies and legislation to identify any potential gaps or

conflicts with other policies that may pose risks to SOC businesses. Conduct
research, analysis and interpretation of energy, transport, mining and
manufacturing sector policies and regulations to ensure overall policy alignment. .
To drive mainstreaming of sustainability agenda in the SOC businesses. To ensure
alignment of and monitor compliance of the SOC’s environmental and sustainability
policies and strategies to government’s environmental legislation and policies as
well as with international climate change commitments, while maintaining long-term
financial sustainability of their businesses. Oversee the management of SOC’s

transition to the Low Carbon Economy (LCE). Analyse the policy environment and
associated risks to SOC businesses and develop mechanisms to ensure long-term
sustainability of the SOC businesses. Co-ordinate fast-tracking of approvals of
Environmental Impact Assessments (EIAs) for the strategic development initiatives
of the SOC. Engage environmental authorities and develop mechanisms to fast
track Water Use Licences. Develop sustainability strategy for the SOCs including
a framework to guide SOC Sustainability Reporting. Analyse other relevant
governance and sustainability reports and codes to establish trends and potential
impact on the SOCs. Support SOC’s initiatives to retain or improve their
competitiveness in the respective markets in the long term through development
and implementation of robust sustainability strategies

REQUIREMENTS : Applications are invited from with appropriate experience, preferably in a

corporate/commercial practice environment. LLB degree or equivalent Legal

REQUIREMENTS : A 3 year Degree in Finance related environment with 5 years experience in a Senior

Management position. A postgraduate qualification in the financial environment or
CA (SA) CFA would serve as an advantage. An understanding of current reporting
requirements such as GAAP and IFRS as well Public Finance Management Act,
Companies Act, King III. Solid experience in due diligence reviews, financial ratio
analysis, financial reporting, project management, budget management, problem
solving, negotiation, research, planning and co-ordination. A background in

DUTIES : Assess periodic SOC reporting in the Manufacturing Unit. Monitor and evaluate

fundamental developments and financial data for the sectors. Conduct financial
forecasting, sensitivity analysis and benchmarking exercises for the SOCs. Advise
on the adequacy of capital requirements, appropriate capital structure and dividend
policies. Establishment a financial performance regime between Government and
each SOC’s borrowing sand guarantees. Assess and advise on the SOCs’ financial
sustainability. Assist SOCs in sourcing funding. Establish and strengthen
relationships with financiers in order to secure funding at the best possible terms.
Monitor capital expenditure projects. Lead and participate in key projects.
Understand and monitor performances drivers and advice on the appropriateness
of SOC targets and budgets. Advise on the impact of changes in reporting
requirements and related standards. Prepare a company growth analysis when
appropriate, according to investment policy and procedures. Review the investment
strategy of State Owned Companies. Ensure SOCs are compliant with the relevant
Regulations and Statutes. Respond to Parliamentary questions from the Portfolio

meaningful empowerment of the designated groups, especially Youth, Women and

DUTIES : Assist the department in the implementation and management of, transformation

agenda in Government. Develop capabilities to enable the Department drive

requirements applicable to its State-Owned Companies; Interact with internal
stakeholders in the department, the SOCs regarding the Transformation initiatives
and developing the relevant policy frameworks and guidelines to drive
implementation of programmes to ensure radical economic and social
