:
Ensure the operationalization of the SALGA Strategy through integrated annual performance plan between SALGA National and its Offices. Design and implement a planning framework for the organisation in line with National Treasury framework. Ensure simple, measureable, attainable, relevant and accurate formulation of KPI’s and targets in annual performance plans. Quality assure quarterly implementation plans and ensure alignment to annual performance plan and budget framework. Develop templates for the planning process. Manage the strategic planning process towards the development of the SALGA’s strategy and APPs. Quarterly consolidation of provincial information as it relates to National Directorates performance plans. Facilitate the Mid-Term review process – Provide detailed feedback and analysis of progress against performance plans. Make inputs to and quality assure the consolidated quarterly report prior to submission to EMT, Audit Committee, NEC and Ministers: COGTA and National Treasury. Make inputs to and quality assure the account of performance against Strategy/ Annual Performance Plan in the Annual Report. Continuous engagements with directorates to provide on-going capacity and guidance in the development of Performance Plans and Quarterly Implementation Plans and policy requirement. Facilitate and interface with Internal Audit during annual Interim Performance Audit. Facilitate and interface with Auditor General staff during Annual Performance Audit. Monitor and ensure compliance with the recommendations of audit reports. Monitor and ensure compliance with Strategic and Business Planning Policy and facilitate refinements where necessary, Procedures and requirements. Facilitate workshops on business planning processes for provinces and directorates. Liaise with Strategic Support Managers on issues of planning and organisational performance. Coordinate and consolidate a five year organisation report based on the SALGA’s Strategic Plan. Provide an analysis of performance on quarterly and annual basis.
Qualifications and experience
An appropriate 3-year degree or equivalent qualification. At least 6 years’ experience in business planning, performance management and monitoring and evaluation environment; Previous experience in developing and implementing strategy is essential; Experience in data collection and statistical analysis; Experience in monitoring and evaluation (especially in the development and monitoring of Key Performance Indicators and other critical measures of strategic Performance).
