Human Capital Development
Liaise with all Business Units in various forums to inform on training and development strategy and trends. These forums include review meetings and Business Unit strategy meetings
Develop training and development strategies to support the achievement of the functional and business strategies of the Group
Ensure that the Group remains informed and abreast of any legislation or regulations that may impact on the activities of the Training and Development Department and or the Group as a whole including compliance with all SAQA, NQF and SDA provisions
Research and recommend to the Directorate appropriate interventions associated with organizational development, ensuring that the recommendations are in line with organizational strategy and succession planning
Liaise with the Manufacturing, Engineering and Related Services SETA (MERSETA) and other National Bodies on a regular basis regarding matters relating to national legislation and national training initiatives including Standard Generating Bodies and Metal Chamber activities
Ensure that all Divisions submit annual Workplace Skills Plans, Training Reports and Discretionary Grant Applications to the MERSETA and that such support the business objectives of the Division and the Group
Manage and report on all training and development that is conducted in terms of skills transfer relating to Black Economic Empowerment and ensure that all Divisions utilize the opportunities to enhance such
Monitor and co-ordinate the Trainee and Learnership Schemes on the different sites. This includes the preparation of annual and mid-year increase proposals for the Trainees and the adherence to scheduled wage increases for Apprentices
Ensure effective Sales and Commercial training and development is implemented and that the necessary resources and interventions are available to do such. This includes all aspects of performance management, succession planning and career pathing.
Employee Integration
Develop and ensure the implementation of sound induction and probation procedures that ensure the balanced integration of new employees into the organization
Performance Management
Develop and ensure the effective implementation of the performance management system across the sites
Succession Planning
Develop succession planning strategies which meet organizational needs and which complement the transformational process
Create access to and provide for Career Development and Career Path counselling as well as advise on educational opportunities to facilitate career advancement
Organisational Design and Change
Ensure that the Groups Change Management process is implemented by the Human Capital Managers at the various divisions in a uniform manner.
Job Design Competency profiling
Develop and ensure the consistent application of a job and competency model for all positions within the Group
Ensure that all incumbents are assessed against their positions competency analysis and that development needs emanating from this assessment are addressed by the relevant HCDS
Leadership Development
Develop and ensure consistent implementation of a Group Leadership Development Model.
Ensure that all divisional HCDS act on identified training needs emanating from this model.
Other
Remain abreast of Trade Union demands impacting on Training and Development so as to ensure that sound business practice prevails when reaching a negotiated settlement
Co-ordinate and control the activities of Training Staff resident in all the Business Units, ensuring commonality of purpose yet catering for individual differences related to specific Business Units
Monitor the allocation of resources (human, financial and physical) to the Business Unit training departments as well as the effective utilisation of these resources
Ensure all training and development systems and procedures are carried out uniformly across the Group
Monitor the maintenance of good training records and general administration as per the QA procedure for Training and MERSETA accreditation guidelines
Act as liaison between consultants and training staff to ensure consistency and quality of delivery within the organisation when use is being made of outside consultants
Develop training strategies to ensure the maximum recovery of the Training Levy paid to the MERSETA as per the Skills Development Act.
Co-ordinate the preparation and issuing of relevant reports and information. These include papers on national developments and their impact on Group policy, analyses and issues of importance in formulating Training and Development policy, statistical information particularly on issues of transformation and employment equity
Perform any delegated duties which may include involvement in the broader issues of the Human Resources Department
Chair the Groups National Training Steering Committee and ensure that all Plant Level Training Committee’s function according to the Groups Training and Development Constitution.
Implement and manage the Groups Talent Policy, and talent teams which includes assessments, IDP’s, assigning of mentors etc.
Inside/Outside Committee Representation (Training Steerco, SETA’S, PLTC, Working Groups, Association Chambers etc)
Serve as a HCD/Company representative on committees/bodies as delegated.
Minimum Requirements:
Relevant Degree/or 3 years National Diploma.
At least 6-10 years HCD experience in a Manufacturing Environment at a Supervisory/Management Level.
Extensive knowledge of the Skills Development Act, Skills Development Levies Act, revised BBBEE Codes of Good Practice on Skills Development (code 400).
