BACKGROUND TO THE ROLE:
The Brooke is an international animal welfare NGO, working in 11 countries in Africa, South Asia and Latin America to improve the welfare of millions of working horses, donkeys and mules. We are also funding an increasing number of small projects beyond our countries of operation.
Since 2011, the Brooke has developed a broad and very successful advocacy programme, which has allowed us to influence key stakeholders among global multilateral institutions and governments. In 2016, the Brooke is a respected and influential partner for key international actors, including the EU institutions, UN agencies such as the FAO, as well as the OIE, the African Union. At national level, we work closely with governments and influence animal welfare, livestock and other related policy and legislation in Kenya, Senegal, Ethiopia, India, Pakistan and Guatemala among others.
We are commissioning a consultant to undertake an analysis of UK advocacy environment (including policy and stakeholder mapping) and to produce a report with recommendations. This piece of work will inform the future development of our UK-focused advocacy and public affairs.
We are especially keen to receive applications from consultants who have direct experience of working within the UK political system (be it UK government departments and agencies or UK Parliament).
OBJECTIVE OF THE CONSULTANCY:
To undertake an in-depth scoping and analysis of the UK policy and advocacy environment for working equine welfare and international development (in particular livestock development) through a policy and legal as well as stakeholder mappings.
The consultant should propose a methodology and work plan to deliver this objective.
DELIVERABLES:
- A report summarising the key findings of the analysis, including recommendations and various options for Brooke UK level advocacy
- Detailed policy, legal and stakeholder mappings that can be used by the Brooke
ESTIMATED DURATION OF THE CONSULTANCY:
20 days maximum. This will be adjusted based on the workplan and timelines submitted by the consultant.
