Job title : General Manager: Operations

Reporting to:
Salary: To be discussed

Hours: Contract

Location: Midrand, Johannesburg, South Africa

Purpose of the position

Developing systems and mechanisms to ensure that the business is aligned to market needs and trends as well as good practice benchmarks

Putting in place systems and processes to plan, monitor and report on the Business Units’ performance against these benchmarks and market needs

Providing an effective project controls environment to drive delivery excellence

Setting and ensuring the consistent implementation of best of breed standards relating to architectural, quantity surveyor, engineering and specialist services in support of Business Units’ programmes and projects

Ensuring that decentralized regional offices in South Africa and the Continent play an efficient and effective co-ordination role in support of Business Units’ strategic objectives within the respective region.

The General Manager: Operations is accountable for the achievement of these Cluster objectives as well as being co-responsible for the achievement of Business Units’ overall objectives

Responsibilities Duties

Responsibility 1: Driving Business Performance

Support the Group Executive to drive the achievement of Business Units’performance objectives through:

Overseeing the strategic planning process including:
The analysis of trends in Business Units’ target markets and clients;

The analysis of national and international good practice; and

The development of performance standards and benchmarks aimed at increasing Business Units’ competitive advantage.

Ensuring that annual business planning and budgeting processes are undertaken efficiently and result in plans, targets and performance measures that take forward Business Units’ strategic objectives.

Ensuring that effective mechanisms are in place to monitor and report on business performance.

Ensuring that areas of poor business performance are analysed and that corrective measures are identified and implemented.

Responsibility 2: Provision of Programme Management Support Services

Oversee the establishment of a fully functional Programme Management Office.

Oversee the development of the Business Units’ Pathway to Excellence and ensure that the requisite support systems and tools are in place to mainstream it within the division.

Ensure that all Business Units’ programmes receive the necessary project scheduling and cost management support to drive efficient and effective delivery.

Ensure that the necessary frameworks, process and systems are in place to continuously drive continuous improvement and process innovation within the division.

Responsibility 3: Provision of Technical Support Services

Ensure that technical support service staff are efficiently and effectively scheduled and utilized.

Ensure that Business Units’ programme and projects receive a high quality of service from technical support service staff.

Oversee the establishment of a fully functional Design and Innovation Lab and ensure that all architects, engineers and quantity surveyors receive the necessary training and support to utilize it effectively to plan and value engineer their projects and programmes.

Responsibility 4: Regional Co-ordination

Drive the process of establishing fully functional Business Units’ Regional Offices as and when required.

Ensure that effective systems and processes are in place to monitor and report on the performance of each regional office and take corrective action to address performance gaps.

Responsibility 5: Inter-Divisional Co-ordination

Oversee the process of developing Service Level Agreements with the entitys’ support divisions and ensure that thesedivisions are regularly tracked and reported upon as well as that corrective action is promptly implemented to address performance gaps.

Ensure that Business Units’ achieves its interdivisional service level ratings targets

Responsibility 5: Operational Management

Business Planning

Take responsibility for determining the direction of the Cluster in consultation with the Group Executive of the division.

Performance Management

Ensure that all Cluster performance targets are met.

Ensure that all Managers within the Cluster meet their individual performance targets.

Risk Management

Ensure that all Cluster risks are identified, proactively and effectively managed and regularly reported upon.

Human Capital Management

Leading by example.

Championing the Business Units’ Way and entitys’ Values within the Cluster through regular communications to employees as well as ensuring that issues identified through Business Units’ staff satisfaction and culture surveys are promptly and effectively addressed.

Driving a high performance culture within the Cluster by setting and embedding high performance standards and ensuring that poor performance is dealt with swiftly and effectively.

Academic Trades Qualifications

Essential Qualifications

Matric Certificate

A Masters degree in Operations Management or equivalent

A post graduate qualification in business Administration

Work Experience Skills

Essential Experience:
A minimum of 10 years of experience in a similar job function at a senior management level

Proven track record in the built environment sector

Extensive experience in managing internal clients

Strong experience in managing decentralised offices
